'1hc <br /> currently permitted hours are Daily 7:00 a.m.to 5:00 p.m.;this is for waste receipt and site operations. <br /> In reviewing previous erivirormrctital documents approved for this facility,the following information was <br /> noted: <br /> • 1988 FEIR Mitigation Measures for Noise include,"Restrict landfill operations to daytinne hours. <br /> Throughout operational life ofthe landfill." <br /> 1992 ND Noise analysis states."As long as recycling operations are confined to daytime hours <br /> (generally 7-7),no ofTsite noise impacts are anticipated." <br /> 1'1re DFUR states the proposed Projects hours as Daily 5:30 am.to 7:00 p.m.with several i efersrices to <br /> "other activities"conducted at the facility. These"other activities"are described as"The landfill facility <br /> may he visited by County employees or other authorized personnel for other uses atm. Such rises <br /> vvottld include administrative tasks,equipment maintenance,operation of environmental control facilities, <br /> and use of construction equipment as need to maintairt compliance with other permit requirements. <br /> Some of these activities appear to be landfill operations. The Noise analysis indicates that normal <br /> business and refuse collection operations could exceed the daytime mice standard at the nearest <br /> residence.However,under the proposed project the number ofpieces of&avy equipment that would <br /> op rate during normal operations nsrndd not increase.Therefore:,there would be no change in noise 4.t <br /> levels during daytime]routs with implementation of the proposed project. The proposed Project does <br /> include an additional hcavy equipment piece. This,along with the increased traffic and the additional <br /> waste being processed at the facility should be considered in the Noise analysis, <br /> It also concluded that operations under the proposed Project during the time behvecn 5'30 a.m.and 7:00 <br /> am,fall into the category of nighttime hours(10:00 p.m.to 7:00 a.m.). Because it also was centcluded <br /> that equipment activity could exceed the County's nighttime noise standard of 45 dBA Leq at the nearest <br /> residence,Mitigation Measures were included to reduce the impact to less than significant. <br /> The DFUR found that operations during mghttime hours create significant impacts to nearby <br /> residents,as did the previous environmental documents. It is Hoard stafrs opinion that landfill <br /> operations be conducted during the]routs of 5:30 a.m.to 7:00 p m.if lighting and Iroise impacts 4�2 <br /> are adequately addressed.
