Days and Hourx of Operation There appears to he some confusion regarding the hours the facility is opal to the public.for waste receipt the hours of site operations(waste processing)and the hours that`=other activities"may occur. '1hc currently permitted hours are Daily 7:00 a.m.to 5:00 p.m.;this is for waste receipt and site operations. In reviewing previous erivirormrctital documents approved for this facility,the following information was noted: • 1988 FEIR Mitigation Measures for Noise include,"Restrict landfill operations to daytinne hours. Throughout operational life ofthe landfill." 1992 ND Noise analysis states."As long as recycling operations are confined to daytime hours (generally 7-7),no ofTsite noise impacts are anticipated." 1'1re DFUR states the proposed Projects hours as Daily 5:30 am.to 7:00 p.m.with several i efersrices to "other activities"conducted at the facility. These"other activities"are described as"The landfill facility may he visited by County employees or other authorized personnel for other uses atm. Such rises vvottld include administrative tasks,equipment maintenance,operation of environmental control facilities, and use of construction equipment as need to maintairt compliance with other permit requirements. Some of these activities appear to be landfill operations. The Noise analysis indicates that normal business and refuse collection operations could exceed the daytime mice standard at the nearest residence.However,under the proposed project the number ofpieces of&avy equipment that would op rate during normal operations nsrndd not increase.Therefore:,there would be no change in noise 4.t levels during daytime]routs with implementation of the proposed project. The proposed Project does include an additional hcavy equipment piece. This,along with the increased traffic and the additional waste being processed at the facility should be considered in the Noise analysis, It also concluded that operations under the proposed Project during the time behvecn 5'30 a.m.and 7:00 am,fall into the category of nighttime hours(10:00 p.m.to 7:00 a.m.). Because it also was centcluded that equipment activity could exceed the County's nighttime noise standard of 45 dBA Leq at the nearest residence,Mitigation Measures were included to reduce the impact to less than significant. The DFUR found that operations during mghttime hours create significant impacts to nearby residents,as did the previous environmental documents. It is Hoard stafrs opinion that landfill operations be conducted during the]routs of 5:30 a.m.to 7:00 p m.if lighting and Iroise impacts 4�2 are adequately addressed. Only tender emergency situations should activities be conducted beyond these houri. In the F IR be veru specific regarding the days and hours of the rocychng center and landfill.
