Modules 3
and 4 were constructed in accordance with an Approved Engineered Alternative Liner System
that meets Federal Subtitle D and Title 27 requirements for containment.
As of January 2010, refuse has been disposed in Modules 1 through 4, covering an area of
approximately 52 acres.
The facility also includes a Recycling Center (Plate 2).
1.3.2 Site Owner and Operator
The NCRC&SL has been owned and operated by San Joaquin County since opening in 1991.
North County RC&SL
Joint Technical Document
Page 2 of 69 Public Works/Solid Waste
County of San Joaquin — February 10, 2010
