r� <br />1.3 FACILITY OVERVIEW <br />1.3.1 Name of Facility <br />The facility is the North County Recycling Center and Sanitary Landfill (NCRC&SL). The site <br />is permitted as a Class III, non -hazardous municipal solids waste (MSW) landfill, serving primarily <br />northern San Joaquin County. The NCRC&SL consists of 320 acres, of which 185 -acres is <br />permitted to receive waste as a single Class III Waste Management Unit comprised of lined <br />modules. The Unit is developed by extending the liner into new refuse fill areas, with each <br />extension (Module) constructed as needed to provide space for refuse disposal (Plate 6 and <br />Appendix B Drawing 2). <br />Modules 1 (previously designated "1 and 2") was constructed in 1991. Module 3 was constructed <br />in 1995, and Module 4 was constructed in 2003. <br />Each module has been constructed with liner systems that include a 60 -mil high-density <br />polyethylene (HDPE) geomembrane, and leachate collection and removal facilities. Modules 3 <br />and 4 were constructed in accordance with an Approved Engineered Alternative Liner System <br />that meets Federal Subtitle D and Title 27 requirements for containment. <br />As of January 2010, refuse has been disposed in Modules 1 through 4, covering an area of <br />approximately 52 acres. <br />The facility also includes a Recycling Center (Plate 2). <br />1.3.2 Site Owner and Operator <br />The NCRC&SL has been owned and operated by San Joaquin County since opening in 1991. <br />North County RC&SL <br />Joint Technical Document <br />Page 2 of 69 Public Works/Solid Waste <br />County of San Joaquin — February 10, 2010 <br />
