0 1.3.3 Description of Operating Cycle
C
The daily operating cycle begins when the active face is prepared to receive waste at the start of
the day. Waste carried by commercial haulers is discharged at the active face throughout the
day. Equipment pushes the waste from the tipping point onto the active face where it is
compacted. At the end of the day the active face is groomed and covered with daily cover. A
detailed description of operations can be found in Section6
Waste carried to the landfill by private individuals is deposited at the Recycling Center,
consolidated, and then periodically transported to the active face.
1.3.4 Recycling Center
The recycling center is located on the facility property, east of the entrance road adjacent to the
scale house (Plate 2). The recycling center is a drop-off point for private self -haul and some
commercial haulers (Plates 16 and 17). The recycling center provides a more controlled
environment, with supervision, for the disposal of refuse. In 2009, approximately 5,700 tons of
material were recovered at the Center (Section 7 and Table 4).
1.4 LOCATION
1.4.1 Landfill
The NCRC&SL is located at 17720 E. Harney Lane, Lodi California, in Section21, T3N, RBE,
MDB&M on Assessor's Parcel Numbers 065-120-02, 065-120-03, 065-120-08, and 065-120-09.
The facility is approximately 9 miles east of Lodi, California (Plate 1). The northern one-third of
the property between the landfill and Harney Lane is a mitigation area established to allow the
creation of wetlands to compensate for the relocation of a portion of the Paddy Creek that existed
prior to landfill construction under the area now occupied by refuse footprint. This area contains
some wetland and marsh areas.
North County RC&SL Page 3 of 69 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — February 10, 2010
