0 <br />2.0 Preliminary Closure Plan <br />2.1 Landfill Information <br />The NCRCSL facility is located at 17720 East Harney Lane, Lodi, California, approximately <br />nine miles east of Lodi, California (Figure 1). The facility has been owned and operated by San <br />Joaquin County since opening in 1991, primarily serving northern San Joaquin County. <br />The NCRCSL is permitted as a Class III, nonhazardous municipal solid waste landfill permitted <br />under Solid Waste Facility Permit (SWFP) 39 -AA -0022 and Waste Discharge Requirement <br />(WDR) R5-2002-0219 (Appendix A). <br />The facility and surrounding topography are relatively flat, drained by the upper reaches of Patty <br />Creek (Figure 2). The facility property consists of 320 acres comprised of Assessor's Parcel <br />Numbers 065-120-02, 065-120-03, 065-120-08, and 065-120-09. The site is located in <br />Section 21, T3N, RBE, MDB&M. The facility includes a single 185 -acre Class III landfill and a <br />Recycling Center (Figure 3). <br />2.1.1 Site Development Plans <br />Vertical expansion plans were developed for NCRCSL to establish physical conditions for <br />performing the design analyses required by the Central Valley Regional Water Quality Control <br />Board (CVRWQCB) staff. The plans were based on the conceptual final grading contours and <br />text of the Draft and Final versions of the Environmental Impact Report for the North County <br />Recycling Center and Sanitary Landfill Permit Revision (Jones & Stokes, 2OO6a and 2O06b, <br />respectively). <br />Plans addressing the vertical expansion were later developed for the 30 Percent Design Report <br />(Shaw Environmental, Inc., 2007) as requested by CVRWQCB staff. Details of the site <br />development plans for the vertical expansion and this PCPMP are presented in Section 2.5, <br />"Closure Descriptions." <br />2.1.2 Surrounding Land Use <br />The facility is located on land classified as urban industrial (waste facilities). Adjacent land on <br />the north side of the landfill is identified as "native vegetation" (Figure 4), and is used for <br />grazing. The area, on the south, east, and west sides presently consist of vineyards. Properties <br />within a 1 -mile radius include agricultural farmland on the east; pasture on the east and west; and <br />field crops, deciduous fruits and nuts, and livestock on the east. Existing structures, comprising <br />a residence, are located in the northeast corner of the property.
