L` <br />The land use data was collected from the Department of Water Resources, San Joaquin County <br />Land Use, 1996. <br />2.1.3 Base Liner and LCRS System <br />The design for the base liner system for the vertical expansion of NCRCSL incorporates the <br />engineered alternative base liner system demonstrated to be satisfactory in the Demonstration <br />report of May 2002, with adjustments for the increased fill loads (Drawings 1, 2, and 3). <br />This approved liner system includes the following components (from bottom to top): <br />• 1 -foot -thick compacted soil layer (typically recompacted foundation soils) <br />• Geocomposite clay liner as an engineered alterantive to the prescriptive 2 -foot -thick <br />low -permeability soil liner, with 10 -centimeters per second permeability <br />• 60 -mil high-density polyethylene (HDPE) geomembrane, textured on both sides <br />• 0.75 -foot -thick rounded gravel drainage layer <br />• Nonwoven geotextile separator/filter <br />• 2 -foot -thick soil operations layer <br />The approved engineered alternative side slope liner system (Drawing 4), also demonstrated in <br />2002, includes the following components (from bottom to top): <br />• Prepared subgrade <br />• Geocomposite clay liner <br />• 60 -mil HDPE geomembrane, textured on both sides <br />• Geocomposite drainage layer with a nonwoven geotextile separator/filter <br />• 2 -foot -thick soil operations layer <br />These components are also identified in the current WDR Order under Findings, Items 52 and <br />53, and D: Construction Specifications, Item 2c. <br />The landfill is developed as individually -lined modules, each constructed as needed to provide <br />space for refuse disposal. Each of the existing modules has been constructed with liner systems <br />that include an HDPE geomembrane and leachate collection and removal facilities. To date, <br />refuse has been disposed in Modules 1 through 4, covering an area of approximately 52 acres <br />(Figure 3). <br />The landfill is currently planned to be developed in 11 modules. Development of the modules <br />would be in the sequential, counterclockwise order.
