C <br />All modules will have an LCRS. LCRS systems must be designed to: (1) handle twice the peak <br />leachate flow rate and (2) limit leachate head on the underlying base liner to depths of less than <br />1 -foot (CCR Title 27, Section 2160(a)(1)). LCRS components for NCRCSL include collection <br />pipes in troughs to intercept and carry leachate to perimeter sumps. Each leachate sump will be <br />equipped with a removal pump with automatic controls. Leachate is removed from each sump to <br />prevent measurable accumulation of head on the base liner. <br />2.2 Maximum Area Requiring Closure <br />The maximum amount requiring closure at any time is 185 acres, which is the entire permitted <br />landfill footprint (Figure 3). This acreage is therefore used in the closure and postclosure <br />maintenance cost estimates included in this PCPMP. The County may elect to perform partial <br />closure of areas as the landfill is developed and will submit partial closure plans for review when <br />appropriate. If partial closure projects are implemented in the future, the County will update and <br />reduce the maximum area requiring closure at that time. <br />2.3 Removal of Landfill Structures <br />Current plans for the landfill will involve removal of the recycling center and associated <br />ancillary structures to allow development of Modules 11 and 12. These structures may be <br />removed as an element of a partial closure, although removal will occur with the development of <br />the modules on whose footprint the structures now reside. Demolition costs are included in the <br />closure costs. <br />2.4 Decommissioning of Environmental Control Systems <br />Internal soil gas wells SG -5, -6, and -7 will be decommissioned prior to module construction and <br />overfilling with refuse. Decommissioning will be as approved by the applicable regulatory <br />agencies. At this time, it is anticipated that the boreholes will be redrilled and the resulting hole <br />filled with concrete slurry or other approved fluid. Soil gas well SG -4 will be retained for VOC <br />sampling, if required. <br />All other environmental control systems will remain operable, subsequent to the completion and <br />closure of the landfill. The groundwater, vadose, and surface water monitoring systems will <br />continue to be monitored during postclosure. The leachate monitoring and control system will <br />be operated, maintained, and monitored during postclosure.
