El <br />Samples may also be taken from the perimeter migration monitoring network for VOC analysis. <br />For the purpose of closure cost estimates, it is assumed that 10 VOC samples will be taken semi- <br />annually, for a total of 20 annually. The perimeter migration monitoring system will be <br />maintained during the postclosure period. This forms the basis for the postclosure maintenance <br />cost estimate in Section 3.4. <br />It is planned that the majority of the LFG emission monitoring and control system will be <br />installed for the landfill prior to final closure. Further, it is anticipated that LFG condensate will <br />be delivered to the LCRS system and returned to the landfill with leachate in accordance with the <br />current WDRs. Projected costs for operations and maintenance of an LFG emission monitoring <br />and control system for the landfill are included in the postclosure maintenance cost estimate in <br />Section 3.4. <br />2.5.7 Groundwater, Surface Water, NPDES, and Unsaturated Zone Monitoring Systems <br />Groundwater <br />Water quality is monitored consistent with WDR Order No. R5-2002-0219 (JTD Appendix A). <br />The groundwater monitoring network presently consists of six groundwater monitoring wells <br />(Figure 3). <br />It is anticipated that four additional groundwater monitoring wells will need to be added during <br />the operational life of the landfill prior to closure, providing a total of 10 groundwater <br />monitoring wells to be maintained and monitored during the postclosure period. This anticipated <br />final monitoring well network is the basis for the postclosure maintenance cost estimate in <br />Section 3.4. <br />Surface Water <br />Surface water monitoring points will be selected to assess the impact, if any, of water <br />contribution by the landfill to the Paddy Creek tributary. Samples will be taken where that <br />tributary enters (the "upstream" sampling point) and exits (the "downstream" sampling point) the <br />landfill property in the northern "mitigation zone." <br />NPDES Stormwater Monitoring <br />Stormwater will be sampled where it leaves the site or where it enters the "waters of the State" at <br />the site. These points include discharge into the Paddy Creek system at two locations, and <br />discharge from the site to neighboring properties to the south and west (Drawing 1).
