Unsaturated Zone The unsaturated zone monitoring network consists of one background monitoring station, VZ -1, and seven point -of -compliance monitoring stations, VZ -2 through VZ -8. It is anticipated that an additional 12 monitoring stations would be required for future module developments, for a total of 20 stations. Semiannual monitoring, and testing of moisture or gas in the unsaturated zone monitoring devices if detected, is included. These stations monitor for potential leachate leaks through the module liner systems of the landfill. This number of anticipated stations forms the basis for the postclosure maintenance cost estimate in Section 3.4. 2.5.8 Site Security The landfill site is secured by a barbed wire perimeter fence and a main entrance/exit gate on Harney Lane, which is located on the north side of the facility (Figure 3). This gate is locked during nonoperating hours. Similar fencing security will be maintained during the postclosure period. 2.5.9 Construction Quality Assurance Methods Section 21790(b)(8)(C), requires a preliminary description of quality assurance methods pursuant to Sections 20323 and 20324 for closure activities. Section 20323 requires construction of final cover systems to be executed in accordance with a Construction Quality Assurance (CQA) Plan certified by a registered professional. Section 20324 presents requirements for the CQA Plan. CQA Manuals for closure construction will be developed for the individual closure projects in compliance with Section 20324 and will be submitted for review concurrent with the Final Closure Plan. Additionally, preliminary construction drawings and specifications for the major elements of any partial closure or final closure will also be submitted for approval by regulatory agencies prior to final design. Upon approval, the procedures presented will be implemented for any partial closure and final closure construction. Closure construction will be under the supervision of a Registered Civil Engineer or Certified Engineering Geologist. This person will provide oversight and will document that construction was performed consistent with the approved plans, the final construction specifications, the CQA Plan, and applicable regulations and permits. Upon completion of the final cover construction, this person will issue a certification report documenting the construction procedures, testing results, and conformance with the approved plans and specifications. Additionally, a certification of closure checklist will be prepared in accordance with Section 21880.
