Unsaturated Zone <br />The unsaturated zone monitoring network consists of one background monitoring station, VZ -1, <br />and seven point -of -compliance monitoring stations, VZ -2 through VZ -8. It is anticipated that an <br />additional 12 monitoring stations would be required for future module developments, for a total <br />of 20 stations. Semiannual monitoring, and testing of moisture or gas in the unsaturated zone <br />monitoring devices if detected, is included. These stations monitor for potential leachate leaks <br />through the module liner systems of the landfill. This number of anticipated stations forms the <br />basis for the postclosure maintenance cost estimate in Section 3.4. <br />2.5.8 Site Security <br />The landfill site is secured by a barbed wire perimeter fence and a main entrance/exit gate on <br />Harney Lane, which is located on the north side of the facility (Figure 3). This gate is locked <br />during nonoperating hours. Similar fencing security will be maintained during the postclosure <br />period. <br />2.5.9 Construction Quality Assurance Methods <br />Section 21790(b)(8)(C), requires a preliminary description of quality assurance methods <br />pursuant to Sections 20323 and 20324 for closure activities. Section 20323 requires construction <br />of final cover systems to be executed in accordance with a Construction Quality Assurance <br />(CQA) Plan certified by a registered professional. Section 20324 presents requirements for the <br />CQA Plan. <br />CQA Manuals for closure construction will be developed for the individual closure projects in <br />compliance with Section 20324 and will be submitted for review concurrent with the Final <br />Closure Plan. Additionally, preliminary construction drawings and specifications for the major <br />elements of any partial closure or final closure will also be submitted for approval by regulatory <br />agencies prior to final design. Upon approval, the procedures presented will be implemented for <br />any partial closure and final closure construction. <br />Closure construction will be under the supervision of a Registered Civil Engineer or Certified <br />Engineering Geologist. This person will provide oversight and will document that construction <br />was performed consistent with the approved plans, the final construction specifications, the <br />CQA Plan, and applicable regulations and permits.
