C <br />Groundwater, surface water, NPDES, and unsaturated zone monitoring will include all facilities <br />described in Section 2.5.7. It is assumed that this monitoring and reporting will be similar to <br />those now in place, which include quarterly groundwater elevation and semiannual water quality <br />laboratory testing. <br />Leachate monitoring and control will include operation, maintenance, and monitoring of the <br />facilities described in Section 2.5.10. Leachate will continue to be returned to the refuse in <br />accordance with the WDRs. The procedures for monitoring and reporting during postclosure are <br />assumed to be similar those in the current WDR for the landfill, which include monthly flow <br />quantities and annual leachate quality laboratory testing for the LCRS. <br />3.3 Postclosure Maintenance <br />Section 21825(b)(2) requires a preliminary description of the methods, procedures and processes <br />that will be used to maintain, monitor, and inspect the closed landfill during the postclosure <br />maintenance period to comply with Section 21180. Section 21180, the California Department of <br />Resources Recycling and Recovery (formerly the CIWMB), requires that areas in which final <br />cover is placed prior to closure of the entire landfill shall be maintained in accord with an <br />approved Postclosure Maintenance Plan. <br />Section 21090(a)(3)(B) and (4), Closure and Postclosure Maintenance Standards for Disposal <br />Sites and Landfills, requires a Cover -Integrity Monitoring and Maintenance Program that <br />addresses maintenance of all components of the erosion -resistant layer of the final cover. The <br />program will also include a schedule for periodic monitoring to inspect the integrity of the <br />low -hydraulic -conductivity layer, periodic identification of problem areas (e.g., erosion, damage, <br />severe settlement), prompt cover repair, and vegetation maintenance. <br />3.3.1 Maintenance of the Integrity and Effectiveness of the Final Cover <br />This program will involve repairing the cover as necessary to correct the effects of settling, <br />subsidence, erosion, or other events. <br />A postclosure inspection program will ensure that the landfill cover retains its integrity as <br />follows: <br />• Evidence of Erosion: During the winter months, a survey will be conducted after the <br />first major rain event. Another survey will be conducted after the rainy season. <br />• Ponded Water: The final cover will be inspected after significant rainfall events to <br />identify areas that pond water. When conditions allow, the identified areas will be <br />filled and graded to eliminate low spots and promote positive drainage. <br />• Exposed Refuse: Survey in conjunction with erosion inspection. Exposed refuse is a <br />serious condition that will require the replacement of the closure barrier layer.
