n <br />[7 <br />these matters, and will be documented and certified by an engineer licensed in the <br />State of California. <br />• Periodic Leak Search: To determine if leaks in the final cover may have occurred, the <br />landfill surface will be surveyed visually annually during spring/early summer to <br />detect cracks and to identify areas of visible differential settlement. In addition, the <br />surface emission monitoring program for the LFG control system will be used as an <br />indication of leaks in the final cover. If LFG is detected above regulatory limits for <br />surface emission monitoring, additional LFG detection and visual checking of that <br />area will be undertaken to find and repair the source of observed cracks or leaks. <br />• Settlement: Inspect for ponding and differential settlement. <br />• Slope Failure: Observe visually while on-site. <br />• Leachate Seeps: Observe visually while on-site. <br />Cracks in the final cover will be sealed. Any erosion damage, which may occur as a result of <br />extremely heavy rainfall, will be repaired. Temporary berms, ditches, and straw mulch will be <br />used as needed to prevent further erosion damage to soil cover areas until site conditions permit <br />replacement of eroded soil and reseeding of vegetation. Such action should prevent problems <br />associated with leachate generation due to infiltration of surface water, gas venting through the <br />cover at unacceptable levels, and vector attraction by exposed refuse. <br />During the postclosure maintenance period, an aerial photographic survey of the entire site may <br />be performed every five years to evaluate landfill settlement. These surveys may be used to <br />prepare iso -settlement maps. Such maps will have a maximum contour interval of 2 feet and a <br />scale of 1 -inch equals 100 feet. <br />The site will be inspected quarterly and maintenance performed as necessary. <br />3.3.2 Inspecting and Maintaining the Drainage System <br />Drainage control problems can cause accelerated erosion of a particular area within the landfill. <br />Differential settling of drainage control structures can limit their usefulness and may result in <br />failure to direct stormwater properly off the site. <br />The final drainage system will be routinely inspected and evaluated for ponded water and <br />blockage of, and damage to, drainage structures and swales.
