3.3.5 Settlement
Provisions will be made so that settlement can be measured and monitored throughout
postclosure. These include installation of at least two permanent monuments for the entire site,
and taking aerial photographs for a topographic survey of the entire permitted site upon
completion of closure activities, and as needed throughout the postclosure maintenance period.
An iso -settlement map can be produced showing the change in elevation from the map produced
upon closure and the most recent topographic map, with a contour interval of 5 feet sufficient to
allow early identification of differential settlement. Where it appears that slope reversal is
imminent or has occurred, regrading will be completed.
A record of these surveys and maps will be prepared and submitted to the appropriate regulatory
agency(ies) throughout the postclosure maintenance period.
3.3.6 Operations and Maintenance for LFG Migration Monitoring and Control System
The existing landfill has an LFG migration monitoring and control system comprised of 18
monitoring probes at 1,000 -foot centers along the perimeter of the landfill (Section 2.5.6).
This system will remain in service during the landfill's 30 -year final postclosure maintenance
interval, unless determined by the CIWMB that migration monitoring and control is no longer
necessary. Costs for expected migration control system maintenance and monitoring has been
included in the postclosure cost estimate.
3.3.7 Operations and Maintenance for LFG Emission Monitoring and Control System
The existing landfill has an LFG control system comprised of a number of vertical extraction
wells and horizontal collection pipes. The County expects to install an extensive LFG removal
system within future modules prior to closure. The County anticipates and has included costs for
repair of aboveground components and well replacements in the closure costs.
The overall system will remain in service during the landfill's 30 -year final postclosure
maintenance interval, unless it is determined by the CIWMB or South Coast Air Quality
Management District that emission monitoring and control is no longer necessary. Costs for the
expected LFG emission system operations, maintenance, and monitoring has been included in
the postclosure cost estimate.
3.3.8 Groundwater Monitoring
As assessed in Section 2.5.7, 10 groundwater monitoring wells will be monitored during the
postclosure period in conformance with the WDR. This planned final monitoring well network
is the basis for the postclosure maintenance cost estimate in Section 3.4.
i
PCMP for NCRCSL 3-5 Department of Public Works/Solid Waste
O:ISan Joaquin CountylNCRCSL111804WCPMPIFina1 ReporAPCPMP_Rev_Jan_2010.Doc County of San Joaquin - January 7, 2010
