D <br />materials used, good housekeeping practices within the yard, material <br />management practices and maintenance of the storm drainage system. The <br />training shall be accomplished along with the scheduled training sessions <br />identified in the Hazardous Materials Management Plan (Appendix B). Also, when <br />necessary, storm water drainage issues and the SWPPP shall be briefly covered <br />at morning personnel meetings when assignments are given for the day. <br />Furthermore, all employees and the public shall have on site access to the <br />facility's Hazardous Materials Management and SWPPP Plans. <br />4_7 INSPECTIONS <br />The North County Recycling Center and Sanitary Landfill shall be inspected per <br />the schedule in Section 4.2 for leachate leaks, integrity of the storm water <br />drainage system, daily covering, and dumping of hazardous materials. <br />All inspections except for the annual, October 1, inspection shall be done by <br />the site superintendent. A follow-up compliance procedure shall be used to <br />ensure appropriate response has been taken to an inspection report of SWPPP <br />deficiency. SWPPP Inspections and maintenance activities shall be documented. <br />SWPPP Inspection records shall be retained for five (5) years. <br />An annual facilities inspection shall be conducted by the facility engineer on <br />or about October 1 of each year. The inspection shall verify that all elements <br />of the SWPPP are accurate. Additionally, the inspection shall identify any <br />changes in operations that should be addressed as a revision to the SWPPP. <br />In addition, the surface storm water runoff on site, if any, is to be <br />inspected once during the first rain of the wet season, and once during the <br />first month of the dry season for any stains, sludges, odors, and other <br />abnormal conditions by the site superintendent. <br />11 <br />
