C <br />1.3 FACILITY OVERVIEW <br />1.3.1 Name of Facility <br />The name of the facility is the North County Recycling Center and Sanitary Landfill (NCRC&SL). <br />The site is permitted as a Class III, non -hazardous municipal solids waste (MSW) landfill, serving <br />primarily northern San Joaquin County. The NCRC&SL consists of 320 acres, of which 185 - <br />acres is permitted to receive waste as a single Class III Waste Management Unit comprised of <br />lined Areas (Plates 1 and 2). <br />Lined Area 1 (previously designated "Modules 1 and 2") was constructed in 1991. Lined Area 3 <br />was constructed in 1995, and Area 4 was constructed in 2003. Lined Area 5 is scheduled for <br />completion in 2015. The Unit is developed by extending the liner into new refuse fill areas, with <br />each extension of the liner constructed as needed to provide space for refuse disposal (Plate 6 <br />and Appendix B Drawing 2). <br />Each Area has been constructed with liner systems that include a 60 -mil high-density <br />polyethylene (HDPE) geomembrane, and leachate collection and removal facilities. Areas 3 and <br />4 were constructed in accordance with an Approved Engineered Alternative Liner System that <br />meets Federal Subtitle D and Title 27 requirements for Class III containment. <br />As of September 2014, refuse has been disposed in Areas 1 through 4, covering an area of <br />approximately 52 acres. <br />1.3.2 Site Owner and Operator <br />The NCRC&SL has been owned and operated by San Joaquin County since opening in 1991. <br />North County RC&SL <br />Joint Technical Document <br />Page 2 of 68 Public Works/Solid Waste <br />County of San Joaquin — October 10, 2014 <br />
