0 1.3.3 Description of Operating Cycle <br />C <br />The daily operating cycle begins when the active face is prepared to receive waste at the start of <br />the day. Waste carried by commercial haulers is discharged at the active face throughout the <br />day. Equipment pushes the waste from a tipping area near the active face, from which it is <br />pushed into the active face and compacted. At the end of the day the active face is groomed and <br />covered with daily cover. A detailed description of operations can be found in Section 6. <br />Waste carried to the landfill by private individuals and smaller commercial haulers is deposited at <br />the Recycling Center. Recyclable materials are removed from the refuse, and the remaining <br />material is consolidated and periodically transported to the active face. <br />1.3.4 Recycling Center <br />The recycling center is located on the facility property, east of the entrance road adjacent to the <br />scale house (Plate 2 and 21). The recycling center is a drop-off point for private self -haul <br />(Plate 16) and some commercial haulers (Plate 17). The recycling center provides a more <br />controlled environment, with supervision, for the disposal of refuse (Section 7 and Table 4). <br />1.4 LOCATION <br />1.4.1 Landfill <br />The NCRC&SL is located at 17720 E. Harney Lane, Lodi California, in Section 21, T3N, R8E, <br />MDB&M on Assessor's Parcel Numbers 065-120-02, 065-120-03, 065-120-08, and 065-120-09. <br />The facility is approximately nine miles east of Lodi, California (Plate 1). The northern one-third <br />of the property between the landfill and Harney Lane is a mitigation area established to create <br />wetlands to compensate for the relocation of a portion of the Paddy Creek that existed within the <br />present landfill footprint prior to landfill.
