v
5.3.2 Base Preparation and Liner Placement Plans
The base of each module will provide drainage to a sump, from which leachate will be removed
(Appendix B, Drawing 2). The sump for each module will be located on the permanent exterior
edge of the landfill. This will allow access to the leachate sump via a side slope leachate riser.
Each module will be separately designed and submitted for approval based on the requirements
of the state regulations and permits (including WDRs) in effect at the time of submittal.
5.3.3 Fill Sequencing Plans
Currently MSW is being placed in Module 4, with Module 5 area serving as the existing borrow
area. The County intends to fill Modules 1 through 4 to near final maximum permitted elevation in
accordance with the revised permit height. Module 5 will be constructed in advance of Module 1-
4 reaching its permitted refuse fill capacity. Once Module 5 is approved for disposal by the
appropriate regulatory agencies, refuse placement will begin in Module 5 with the future borrow
area for daily cover in Module 6 area. This process will be repeated for the remaining Modules 6
through 11 (See Appendix B, Preliminary Closure/Postclosure Maintenance Plan for fill
sequencing).
5.4 LEACHATE COLLECTION AND REMOVAL SYSTEM
All modules will have a leachate collection and recovery system (LCRS). Leachate collection
systems include collection troughs with lateral and header piping surrounded with drainage
gravel. Each lateral leachate pipe will be equipped with a pipe riser for inspection and cleaning if
necessary. Leachate will drain along the troughs to a leachate sump. The sumps will include
pumps with sensors and automatic controls to maintain a low leachate level. Above -ground
leachate storage tanks are and will be used as needed to receive leachate pumped from the
sump, in advance of leachate handling for disposal. Leachate will be returned to the landfill in
accordance with the WDRs (Appendix A).
North County RC&SL
Joint Technical Document
Page 27 of 69 Public Works/Solid Waste
County of San Joaquin — February 10, 2010
