0 5.5 SURFACE WATER DRAINAGE AND EROSION PLANS
Final surface drainage will conduct rainwater north to the mitigation area and wetlands, and to the
discharge points at the west and south property boundary (Appendix B, Drawing 1). Temporary
drainage will be managed as described in Section 6.8.
As the landfill surface changes over time and as appropriate, the County will design and construct
temporary surface water drainage features to control runoff and erosion, and to deliver runoff to
one or more of these discharge points in accordance with the County Stormwater Pollution
Prevention Plan (Appendix F). Establishing vegetation and constructing drainage berms will
provide erosion control on surfaces that have reached their near -final elevation or benches to
direct storm water away from refuse fill areas to the existing storm water facilities.
5.6 LANDFILL GAS (LFG) MANAGEMENT PLAN
5.6.1 Landfill Gas Migration Monitoring and Control
San Joaquin County monitors landfill gas at the landfill in accordance with the Landfill Gas
monitoring Plan (Appendix 1). The methane monitoring program verifies compliance with Title 27,
Section 20921, Gas Control, for subsurface migration across the monitoring perimeter.
5.6.2 Landfill Gas Collection
The initial LFG collection system, including flare, seven vertical wells and connecting piping, was
installed in 2006. Selected leachate risers are also connected to the LFG system to enhance
LFG collection. Additional LFG collectors, primarily horizontal collection trenches, are installed in
the refuse as the landfill is constructed. These new collectors will be connected to the LFG
collection system as soon as practical. The soil gas trench beneath Module 4 may be connected
to the LFG system if deemed beneficial.
Each collection point is provided with a monitoring port to measure applied vacuum and quality of
collected gas, and control valve to adjust the collection rate. The vacuum applied to each well is
adjusted according to the methane content measured at that well to maximize LFG collection
without significant intrusion of air into the landfill.
qW
North County RC&SL Page 28 of 69 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — February 10, 2010
