0 6.2.5 Emergency Contact List <br />Call the following numbers in case of emergency at San Joaquin County Solid Waste Facilities. <br />• Anytime, in case of emergency (fire, sheriff, ambulance): 911 <br />• Other urgent needs during normal working hours: (209) 468-3066 <br />(Monday through Friday, 8:00 AM to 5:00 PM) <br />® Other urgent needs after normal working hours: (209) 468-3074 <br />This number will reach 24-hour security personnel at the Public Works Department. <br />Explain the situation, and this person will contact the appropriate responsible party. <br />6.3 WASTE HANDLING (ACTIVE LANDFILL FACE) <br />Refuse is delivered to the active face by refuse transfer trucks, large commercial haulers, or by <br />"internal transfer' vehicles carrying non -recyclable material from the Recycling Center. <br />0 <br />Tarps are used as alternate daily cover (ADC) at this time. The tarps are removed from the <br />surface of the working area at the beginning of each work day, and replaced at the end of the <br />day. <br />After delivery to the active face, refuse is spread in lifts approximately two feet thick in an area of <br />approximately 100 feet x 90 feet, or other dimension appropriate for the tarp or other cover. <br />The top slope of a local working area is controlled by the use of lasers. A rotating laser level, <br />such as those used in construction grading, is placed to send the laser beam above the local <br />finished grade of the refuse. The laser is oriented to provide a selected slope. Solid Waste <br />engineering staff selects the elevation of the local lifts and direction of slope in coordination with <br />final refuse fill and winter drainage needs. <br />The equipment placing the refuse (usually the compactor) is provided with a laser receiver that <br />alerts the equipment operator when the equipment is at the proper elevation. <br />0 <br />North County RC&SL Page 39 of 69 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin — February 10, 2010 <br />
