C <br />C7 <br />C <br />6.4.3 Intermediate Cover <br />Intermediate cover consists of at least 12 inches of soil (a total of 18" including daily cover) on <br />surfaces of the fill where no additional refuse will be placed within 180 days. <br />6.4.4 Final Cover <br />Final cover is not planned for the immediate future. It is contemplated that a partial final cover <br />project will place final cover on the western portion of Modules 1 through 4, including the portions <br />of the top deck of those modules that have reached final elevation. The soil balance calculations <br />for this site assume that such partial final cover projects will be executed before Module 7 is fully <br />excavated, thereby minimizing the quantity of soil that must be stockpiled. It is further <br />contemplated that the County will seek to use an evapo-transpiration cover for final closure; <br />however, cost estimates for closure assume a geosynthetics clay liner (GCL) will be used. <br />6.5 WASTE HANDLING <br />6.5.1 Public Health Operating Considerations <br />The NCRC&SL is designed and operated to mitigate flies, rodents, and other vectors, and the <br />creation of nuisances.
