E
WDR's adopted by the California Regional Water Quality Control Board (RWQCB), Central Valley
Region on January 29, 2010, allow the disposal of treated wood waste. Handling of this material
will be in accordance with the provisions of those Requirements.
The Load Check Program includes:
• Public notification
• Annual training of all landfill employees
• Procedures used to discover hazardous waste
• Handling and storage of hazardous waste items
• Description of hazardous waste storage facilities and equipment
• Records and reporting requirements
• Procedures for recovering costs associated with illegal disposal of hazardous waste
• Other procedures as may be needed, as approved by the LEA
The load check program assigns a refuse worker to check loads and visually monitor the
unloading area. This worker examines the contents of the vehicles as they are unloading,
checking for unacceptable wastes.
In the Recycling Center private vehicles unload at a special location under the direction of site
staff staff that also checks the loads.
Loads containing hazardous waste are rejected, and customers asked to retain those materials
within their vehicles. Those customers are also given information and directions to a licensed
household hazardous waste facility. If the presence of hazardous waste is discovered after the
load is dumped, then the procedures in the Hazardous Waste Exclusion Program (Appendix G)
are followed.
A hazardous waste storage locker is located on site near the active landfill face. Material from
this locker is removed to a hazardous waste treatment facility as needed.
North County RC&SL Page 44 of 69 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — February 10, 2010
