0 6.8 ENVIRONMENTAL CONTROLS <br />v <br />Nuisance is defined in Title 27 as "anything which is injurious to human health or is indecent or <br />offensive to the senses and interferes with the comfortable enjoyment of life or property". <br />Operations at NCRC&SL are conducted to control nuisance at the site. <br />6.8.1 Fire Control <br />The scale house, recycling center, Employee/Maintenance Building, and pumphouse are <br />equipped with fire sprinklers and wall mounted fire extinguishers. <br />Heavy equipment and vehicles are equipped with fire extinguishers. Additional protection is <br />provided by removing debris from undercarriages and engine compartments. <br />Fire extinguishers are checked monthly and replaced as needed. Stockton Fire Department visits <br />the site each year to service fire extinguishers and to inform employees how to use them. <br />Fires at the landfill will be extinguished by site personnel by smothering the fire with soil. On-site <br />water trucks can also be used to apply water if needed. Equipment used for fire control consists <br />of two water trucks, dozers, and loaders to put soil over the fire. <br />Fire fighting water is available from fire hydrants fed from the water tank. The system is fitted <br />with a diesel -powered pump that automatically activates to maintain pressure at the fire hydrants <br />during use (Plate 2). <br />To prevent fires from spreading to neighboring properties, a firebreak is maintained along the <br />site's eastern, western, and southern perimeters (Plate 2). The firebreak is maintained with the <br />use of a motor grader.
