0 6.8.2 Leachate Control <br />Generation of leachate is limited by controlling the intrusion of water into refuse. The County <br />uses daily cover, constructs the landfill surfaces with slope to drain, and places berms in the <br />active area to divert storm water away from the active area so that it does not come into contact <br />with the waste. <br />Leachate is returned to the landfill over Subtitle D -lined areas in accordance with the current <br />Waste Discharge Requirements. <br />6.8.3 Dust Control <br />Dust is controlled at the landfill by daily watering of haul roads and tipping areas. In addition, <br />paved roads are washed with a water truck weekly or as needed. Haul roads and the fill area are <br />watered if there is visible dust. Water is applied by water trucks with sprinklers on the front and <br />back. Frequency of water application is dependent upon the season and site conditions. The <br />most frequent application will occur during the summer in windy conditions. The performance <br />standard of "controlling visible dust" dictates the frequency of water application. A log is kept with <br />time and location of watering at the landfill. <br />Dust within the Recycling Center is controlled by the use of an overhead mist system. <br />6.8.4 Vector and Bird Control <br />Waste is properly covered daily with either soil or a geosynthetic tarp to control vectors. In <br />addition, site personnel inspect the site for signs of vector activity. If such activity is observed, a <br />vector eradication program is implemented using a professional pest controller, if necessary. <br />Propane -fueled noise cannons are used to disperse birds away from the active face. If needed, <br />bait for rats or squirrels, may be placed.
