0 6.8.7 Litter Control <br />1] <br />Litter is controlled by the use of both temporary and permanent litter fences placed near the fill <br />area and along the perimeter of the fill as the fill progresses. Portable litter fences are placed <br />downwind of the working face to catch blown litter. In addition, the waste is covered as quickly as <br />possible to reduce windblown litter and County vehicles and heavy equipment are strategically <br />placed to block litter blowing offsite. The fencing, operational area, and the site in general, are <br />monitored daily for accumulated litter. <br />Litter from vehicles traveling to the NCRC&SL on public roads is reduced by the existing county <br />policy that requires tarps to be placed over open loads. Any vehicle arriving at the scale house <br />without a tarp is charged twice the normal disposal fee. <br />Litter is collected from Harney Lane and other nearby public roads regularly as needed by County <br />employees, work program participants, and sheriff inmate crews. These crews collect on-site and <br />offsite litter, as needed. <br />6.8.8 Noise Control <br />Noise levels from site equipment and operations are controlled by property maintenance of <br />mufflers and construction of berms around portions of the site. <br />6.8.9 Traffic Control <br />All landfill traffic enters the site via the entrance road off of Harney Lane (Plate 2).
