The main access road extends south from the entrance between the future eastern half of the site <br />from the currently active western portion of the site (Plates 16 through 19). The main access <br />road will be extended further to the south as Modules 5 and 6 are developed. As development <br />proceeds in the eastern half of the landfill, portions of the main access road will be consumed by <br />module development. For example, when Module 7 is developed, the main access road will <br />extend to the northern boundary of Module 7 and the remainder of the road will be removed and <br />the surface lined to receive refuse. <br />6.8.10 Unloading Control <br />The unloading areas consist of the Recycling Center and the active face of the landfill. Public self <br />haulers and commercial haulers are directed to the Recycling Center where they unload (Plates <br />16 through 19). The commercial/industrial/refuse haulers are directed to the active face of the <br />landfill. The County vehicles transport waste from the Recycling Center to the active face of the <br />landfill. <br />6.8.11 Landfill Gas Control <br />is <br />6.8.11.1 Subsurface Landfill Gas Migration Monitoring and Control <br />The County ensures that the concentration of methane gas generated does not exceed the lower <br />explosive limit for methane (5%) at the migration monitoring perimeter, and that the concentration <br />of methane gas does not exceed 25 percent of the lower explosive limit (1.25%) in on-site <br />structures. Combustible gas migration is monitored in accordance with the Landfill Gas <br />Monitoring Plan (Appendix 1). <br />Control of LFG migration is provided by an active landfill gas collection system, operated in <br />accordance with San Joaquin Valley AQMD Permit to Operate. The County does not plan to <br />utilize the LFG at this time. <br />6.8.11.2 Emissions Control <br />Control of emissions and protection against groundwater contamination is provided by a landfill <br />gas collection system, operated in accordance with San Joaquin Valley AQMD Permit to Operate. <br />North County RC&SL Page 49 of 69 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin — February 10, 2010 <br />
