Signs in the Recycling Center inform the visitors of the maximum speed, location of recycled
materials, and other facility requirements.
Selected recyclable materials are sorted from the material deposited on the Tipping/Sorting Floor.
Personnel performing this separation include County staff, Alternate Work Program Participants
from the Sheriffs Department, and inmates from the Sheriff's Department.
Total operating area for the Recycling Center (including areas outside the Recycling Center for
materials storage) is approximately 5.7 acres. Space is available on the floor for recycling
equipment to be installed in the future, if needed to meet requirements mandated by the
California Integrated Waste Management Act. However, recycling equipment is not installed at
this time.
Materials removed for recycling are placed in bins designated for each material, generally located
adjacent to the northern "Z" wall (Plate 21).
7.2.3 Peak Loading
Material unsuited for recycling (solid waste) is deposited into a high -sided trailer and transported
to the active face for disposal.
Peak loading conditions at the Recycling Center, when they occur, usually occur on Saturdays
due to the large number of self -haul customers. These conditions are first noticed at the scale
house, where self -haul customers must be processed by facility staff, and traffic accumulates due
to the time required. Provisions for peak loading at the Recycling Center include directing
commercial vehicles out of cue by staff to the west scales near the scale house, thus bypassing
those waiting for attendance by the scale house staff.
Peak loading conditions at the Recycling Center can also occur in the Recycling Center itself,
where the limited number of stalls restricts the number of customers number that can deposit
material each hour. This peak loading condition was experienced on Saturday, May 6, 2007
when the flow of customers through the Recycling Center was measured to be approximately one
per minute (Internal Traffic Capacity Evaluation, North County Recycling Center and Sanitary
North County RC&SL Page 53 of 69 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — February 10, 2010
