0 There are no roads within the Recycling Center; however, roads into and out of the Recycling <br />Center are paved. <br />7.2.2 Vehicle Processing and Signage <br />Incoming refuse vehicles enter and are processed for payment at the scale house (Plate 20). <br />Signs at the scale house indicate materials that can be received, and the fee associated with <br />disposal. The scale house attendant verbally and visually determines that prohibited materials <br />will not be delivered and that the refuse originates within San Joaquin County. Vehicles are <br />weighed at the scale house if appropriate, and customers are charged for their delivery. The data <br />for all transactions are stored daily in the computer and transmitted periodically to the Solid <br />Waste Office. <br />The scale house attendant directs the customer to the appropriate materials receiving area. <br />Vehicles such as transfer trucks, front-end loaders, rear loaders, roll -off trucks, and end dumps are <br />directed to the site's landfill active face for unloading (See Plates 16 — 19 for the traffic flow). <br />0 <br />Protection of users of Recycling Center is provided by the separation in elevation between the <br />users and the tipping floor, by the Recycling Center signage, and by the Recycling Center <br />attendant who ensures that safety practices are followed. <br />Material is received within the Recycling Center at two areas (Plate 21): <br />• Self -Haul area on the west side of the recycling center, which receives manually -emptied <br />vehicles such as pick-up trucks. <br />Commercial area on the east side of the recycling center, which receives larger delivery <br />vehicles that are not appropriate for deliver directly to the active landfill face. <br />In the self -haul area, vehicles are directed by an attendant in the Recycling Center to back into <br />the stalls and deposit the material over the raised edge of the disposal areas to the Tipping/ <br />Sorting Floor below. Customers are allowed out of their vehicles, but are not allowed on the <br />tipping floor.
