and give them directions to those facilities. If prohibited materials are found in commercial
customer's vehicles, the customer is notified that they may not remove the material from the
North County facility. The customer is asked to remain on site with the material and contract with
a hauler licensed to remove those prohibited materials.
If prohibited material is discovered after the vehicle which delivered the material has left the
premises, Recycling Center staff places this material in a double -containment storage locker for
temporary storage. A licensed hazardous waste hauler for proper disposal then transports these
materials off-site.
7.4.2 Fire Control
Fires within the Recycling Center are controlled primarily by prevention: loads containing ashes,
which are likely to also contain burning embers, are excluded from the floor. In addition, water
misting for dust suppression also reduces the potential for fires.
The primary, method of fire control within the Recycling Center is temperature -sensitive sprinkler
system and fire alarm. In case of fire, the sprinklers activate and the local fire department is
alerted. This system is tested annually by the Fire Department. Flow to the sprinkler system is
verified quarterly by facility staff.
Other firefighting equipment includes fire hoses and fire extinguishers are located at each
corner within the Recycling Center to quench a fire if it occurs. In an extreme case, a water truck
can be brought into the Recycling Center to provide additional water.
7.4.3 Dust Control
Dust is controlled within the Recycling Center by a sprinkling system in the ceiling.
7.4.4 Vector Control
Vector (primarily rodent) control is provided by the maintenance of rodent traps within the
Recycling Center. It is not possible to retain the Recycling Center free of rodents at all times due
isto the receipt of rodent -laden refuse bins.
North County RC&SL
Joint Technical Document
Page 55 of 69 Public Works/Solid Waste
County of San Joaquin — February 10, 2010
