C7 <br />7.4.5 Litter Control <br />Litter within and adjacent to the Recycling Center is controlled primarily by the Recycling Center <br />Building, which shelters incoming refuse from wind. Litter is also removed by hand from the <br />vicinity of the Recycling Center as necessary. <br />7.4.6 Visual Screening and Noise Control <br />Visual screening and noise from the Recycling Center is controlled primarily by the walls of the <br />Recycling Center. Noise is further controlled by the use of mufflers on heavy equipment that may <br />operate within the Recycling Center. <br />7.4.7 Traffic Control and Signage <br />Traffic within the Recycling Center is controlled by posted signs and by County staff who direct <br />customers to unloading areas, striping, and the Recycling Center attendant. <br />7.4.8 Drainage Control within the Recycling Center <br />Water accumulating within the Recycling Center and in adjacent areas is directed to sumps, then <br />pumped to the drainage ditch west of the Scalehouse. This water then drains through the facility <br />storm drain system to the interim sedimentation pond. <br />7.4.9 Cleaning and Housekeeping <br />All operations and facilities shall be cleaned each operating day of all loose materials and litter. <br />Daily activities include: <br />• Removing debris that falls around the bins receiving recycled materials or solid waste <br />destined for the active face <br />• Placing recyclable materials in the proper bins <br />• Wrapping universal and electronic waste on their respective palletts <br />North County RC&SL Page 56 of 69 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin — February 10, 2010 <br />
