C7 7.4.5 Litter Control Litter within and adjacent to the Recycling Center is controlled primarily by the Recycling Center Building, which shelters incoming refuse from wind. Litter is also removed by hand from the vicinity of the Recycling Center as necessary. 7.4.6 Visual Screening and Noise Control Visual screening and noise from the Recycling Center is controlled primarily by the walls of the Recycling Center. Noise is further controlled by the use of mufflers on heavy equipment that may operate within the Recycling Center. 7.4.7 Traffic Control and Signage Traffic within the Recycling Center is controlled by posted signs and by County staff who direct customers to unloading areas, striping, and the Recycling Center attendant. 7.4.8 Drainage Control within the Recycling Center Water accumulating within the Recycling Center and in adjacent areas is directed to sumps, then pumped to the drainage ditch west of the Scalehouse. This water then drains through the facility storm drain system to the interim sedimentation pond. 7.4.9 Cleaning and Housekeeping All operations and facilities shall be cleaned each operating day of all loose materials and litter.
