C <br />C <br />C <br />• A 18 -inch -thick (minimum) top cover soil layer suitable <br />for vegetative growth over the low -permeability soil <br />Sufficient final cover soils are not available on site, but an on-site <br />limited stockpile can be used for daily and intermediate cover. In <br />the areas now at final grade, the final cover foundation layer has <br />been placed; however, the thickness will be field -verified. <br />Table 4 shows soil needs for continued operation and closure of the <br />site. The soil quantities have been increased by 10 percent to allow <br />for soil lost in excavation, hauling, and placement. These soils will <br />be obtained from a private contractor or other sources. A stockpile <br />for the needed soil will be developed starting in the fall of 1988. <br />The top soil cover will be vegetated with the annual grass Panoche Red <br />Brome to provide a plant growth coverage that limits erosion. The <br />seeding and fertilization rates are 15 pounds per acre of Panoche Red <br />Brome and 250 pounds per acre of 16-20-0 (N -P -K), as recommended by <br />the Soil Conservation Service. The seed will be dry -broadcast on a <br />scarified surface and then covered evenly with 2 tons per acre of <br />straw mulch. The straw will be anchored in place by a crimping disk <br />or a Caltrans -type straw roller. The vegetation selected should <br />germinate without irrigation, reseed itself annually, and require <br />minimum maintenance. By sequentially completing the landfill, the <br />vegetation will be firmly established over a major portion of the <br />site before final closure (Drawing 1). <br />Throughout construction, a registered civil engineer will observe the <br />work to document that all construction has been performed in accor- <br />dance with the approved plans and specifications.
