HOUSEKEEPING c
The equipment maintenance function will be centralized at the office and space located at the
southern boundary of the /Transfer Station as shown on the Preliminary Site Plan. No fuel
drums, spare parts, inoperable equipment and tires will be stored at the composting site. Storage
space will be available at the maintenance site or near the /Transfer Station.
D. MATERIALS HANDLING AC .S
Signage at the site entrance will explain facility policies as to acceptable materials, unacceptable
contaminants and hazardous wastes. All incoming loads will be screened and weighed at the
gatehouse. The gatehouse attendant will direct vehicles with acceptable materials to the
Receiving and Unloading Area of the compost site as shown in Figure 7. Unacceptable loads
will be rejected.
1. CONFINED UNLOADING
The Unloading Area will be divided into clearly defined sections based on the size of the vehicle
and the type of waste material. For safety reasons, compaction and other large commercial
vehicles will be kept separate from small self-haul vehicles. A facility employee will direct
unloading procedures and inspect materials for various contaminants such as plastics, metals,
glass, paper, concrete, paint and treated lumber. Contaminants will be removed and placed in
containers for weekly disposal.
All litter will be contained within the /Transfer and Composting Facility site boundaries.
Litter will be controlled by fences in strategic locations within the facility and around the entire
perimeters of the site. An aggressive program of litter control will include the daily pick up of
litter.
Materials will be stacked with a front-end loader in a first-in, first-out inventory system. This
ensures that the materials will be processed in the order received and minimizes anaerobic
conditions which can create odors. Green wastes, wood wastes and salvageable lumber will be
stacked separately. Priority processing will be given to large quantities of green grass cuttings
or any other material capable of rapidly turning anaerobic.
1_/PR0JECV397/WW1RC1-4.TCY December 15, 1993
24
x
