The potential for nuisance birds will be controlled by an effective litter program and <br /> keeping all stored materials covered. All non-compostable wastes derived from the composting <br /> process will be removed at least weekly to the MRF/Transfer Building. <br /> The constant aeration of the windrows with the windrow turner tends to kill various insects, <br /> rodents and other vectors. In addition, potential habitats are destroyed. <br /> 2. ODOR CONTROL <br /> The organic waste materials will be aggressively managed to ensure aerobic conditions., prevent <br /> anaerobic conditions which cause odors and take timely action when odors are generated. Odors <br /> are controlled by timely processing and proper mixing, wetting and aeration. Anaerobic <br /> materials will be given priority processing. Aeration schedules will take into account wind and <br /> other climatic conditions. Windrows will be covered with "masking" materials when appropriate <br /> to prevent odors from migrating from the site. If necessary, deodorizer will be used to mitigate <br /> odors. <br /> 3. NOISE CONTROL <br /> Employee noise exposure shall be controlled by providing proper ear protection equipment for <br /> all employees in compliance with Cal-OSHA/Fed-OSHA. Roadways will be surfaced with <br /> asphalt concrete and will be properly maintained therefore reducing vehicle noise impacts. <br /> Vehicles and motorized equipment (tub grinder) will be properly equipped and maintained to <br /> reduce operating noise impacts. Noise from facility operations is unlikely to create a health <br /> hazard to persons using the site or to nearby residents. The closest development to the site are <br /> two residences (mobile homes) located approximately 600 feet north of the site on the east side <br /> of MacArthur Drive. The closest residential subdivision is approximately one mile north of the <br /> site along MacArthur Drive. In addition, locating the main processing areas in the bottom of <br /> the abandoned gravel pit will reduce noise exposure outside the site boundaries. <br /> A noise analysis has been performed for the facility as part of the EIR which found no <br /> mitigation measures due to noise impacts are required. <br /> • <br /> L:/PROJECT/397/MRP/RC14.TCY December 15, 1993 <br /> 32 <br />
