D. Mitigation <br /> None necessary. <br /> IX. RISK OF UPSET <br /> A. Description <br /> The project, itself, would not involve the use of unregulated hazardous <br /> substances during either its construction or upon occupancy. However, the <br /> project does involve the periodic collection and storage of household <br /> hazardous wastes which require handling in accordance with established <br /> guidelines. <br /> B. Environmental Impacts <br /> Will the proposal involve: Yes Maybe No <br /> 1. A risk of an explosion or <br /> the release of hazardous <br /> substances (Including, but <br /> not limited to, oil, <br /> pesticides, chemicals or <br /> radiation) in the event of <br /> an accident or upset <br /> conditions? _ X <br /> 2. Possible interference with <br /> an emergency response plan <br /> or an emergency evacuation <br /> plan? — X <br /> C. Discussion of Evaluation <br /> 'The proposal will create significant runoff from all paved surfacdt'. Some of <br /> these surfaces, especially those within the transfer station building will be <br /> subjected to a variety of substances, many of which could contaminate the <br /> storm drainage system if runoff from these areas is not intercepted, and <br /> disposed of at an approved facility. All runoff which has come into contact <br /> with solid waste will be detained in a tank and tested to ensure that sludge <br /> from the treatment plant is not contaminated to an extent that would require <br /> special handling by the City. Only uncontaminated surface water will be <br /> allowed to leave the site. <br /> Due to the increase in motor vehicle traffic and repair on the site once <br /> construction is completed, there could be an increase in the overall amount <br /> of litter, oil, and grease introduced into the City's drainage system without <br /> mitigation. Oil and grease traps will be installed at the site. This type of <br /> contamination is not expected to enter the drainage system, and is not <br /> expected to cause any adverse impacts which require mitigation. <br /> 30 <br />
