D. Mitigation
None necessary.
IX. RISK OF UPSET
A. Description
The project, itself, would not involve the use of unregulated hazardous
substances during either its construction or upon occupancy. However, the
project does involve the periodic collection and storage of household
hazardous wastes which require handling in accordance with established
guidelines.
B. Environmental Impacts
Will the proposal involve: Yes Maybe No
1. A risk of an explosion or
the release of hazardous
substances (Including, but
not limited to, oil,
pesticides, chemicals or
radiation) in the event of
an accident or upset
conditions? _ X
2. Possible interference with
an emergency response plan
or an emergency evacuation
plan? — X
C. Discussion of Evaluation
'The proposal will create significant runoff from all paved surfacdt'. Some of
these surfaces, especially those within the transfer station building will be
subjected to a variety of substances, many of which could contaminate the
storm drainage system if runoff from these areas is not intercepted, and
disposed of at an approved facility. All runoff which has come into contact
with solid waste will be detained in a tank and tested to ensure that sludge
from the treatment plant is not contaminated to an extent that would require
special handling by the City. Only uncontaminated surface water will be
allowed to leave the site.
Due to the increase in motor vehicle traffic and repair on the site once
construction is completed, there could be an increase in the overall amount
of litter, oil, and grease introduced into the City's drainage system without
mitigation. Oil and grease traps will be installed at the site. This type of
contamination is not expected to enter the drainage system, and is not
expected to cause any adverse impacts which require mitigation.
30
