The project has been reviewed by both the Fire and Police Departments, <br /> who have concurred that its design will not hinder emergency response. <br /> D. Mitigation <br /> In accordance with Government Code 66723, prior to beginning operations, <br /> the applicant must file, with a designated Local Enforcement Agency (LEA), <br /> a Report of Facility Information (RFI). The California Integrated Waste <br /> Management Board has designated the San Joaquin County Local Health <br /> District as the LEA for San Joaquin County. The RFI is a working document <br /> which describes actual site operations, in much the same manner as the <br /> Initial Study project description. The document describes the manner in <br /> which facility operations will be administered to assure that all possible or <br /> potential health, safety, and environmental hazards have been eliminated or <br /> mitigated, and that all possible nuisances have been prevented. The RFI <br /> provides the critical information necessary for issuance of a Solid Waste <br /> Facilities Permit by the Local Health District. <br /> Adherence to Guidelines for Household Hazardous Waste Collection Days <br /> (California Waste Management Board - Household Hazardous Waste <br /> Management Program - February 1989) and the requirements of the Fire <br /> Marshall and Department of Health Services regarding storage will mitigate <br /> potential impacts. Storage should be located on an impervious surface <br /> designed with containment to hold spills, detached from the main buildings <br /> on the site, enclosed with secure, nonflammable material. <br /> Runoff from the site which comes into contact with waste will be directed <br /> to detainment facilities. Runoff will then be tested for suitability for treatment <br /> at the City facility and if so, pumped either to the nearest lift station or the <br /> force main located in Larch Road or delivered for disposal at the sewage <br /> treatment plant by pumper. If the runoff is not suitable for processing at the <br /> City facility, it should be transported and disposed of at an appropriate <br /> facility off site. <br /> The subject project involves the collection of unspecified household <br /> hazardous wastes, which if labeled, stored or disposed of improperly could <br /> represent a hazard to those who handle the material, live or work in the <br /> area. Materials, if allowed to enter the City storm drain system or sewer <br /> system could jeopardize downstream biological resources or the sewage <br /> treatment and disposal process. <br /> 31 <br />
