b. Existing Background Traffic Plus Cumulative Growth Without
Project:
The increase in traffic at the two intersections will not
deteriorate the LOS to a level below City standards .
C . Existing Background Traffic Plus Short Term PROJECT Traffic.
The vehicle trips generated by the proposed PROJECT were
added to the existing traffic volumes . The LOS for both
intersections remained constant.
d. Existing Background Traffic Plus Cumulative Growth With
Project Traffic .
The increase in traffic at the two intersections will not
deteriorate the LOS to a level below City standards.
V. SITE EVALUATION
a. Site Access
The proposed PROJECT would be accessible from two driveways
located on Larch Road (see Figure 2) . Calculating the minimum
standards for adequate access to and from the site, each driveway
would have to be a minimum 24 feet in'width, with 3 foot wings on
each side in accordance with City standards. The site plan
currently has a driveway width at 26 feet which is not in
accordance with City standards .
Based on field observation, it was determined that no
restricting, existing enhancements would limit visual
availability allowing for sufficient mobility. Evaluation of the
proposed site plan reveals that on site circulation would be
satisfactory.
b. Parking
On site parking includes twelve regular spaces and one handicap
space, for a total of thirteen parking spaces . The dimensions
for each space are for standard vehicles (9 ft. x 18 .5 ft. ) .
This meets the City's minimum parking requirements for the
proposed land uses .
VI . RECOMMENDED REQUIREMENTS OF THE PROPOSED CONDITIONAL USE PERMIT
a) With the exception of residential refuse collection
services, no Tracy Delta Disposal Company trucks of any kind
shall use Holly Drive or Clover Road south of 1-205, and
furthermore that no such trucks shall use the Holly Drive
overpass at I-205._ 8
