b) 100% of trucks used to transfer refuse from the PROJECT to <br /> the San Joaquin County Landfill shall use Larch Road to <br /> Holly Drive to Arbor Road to MacArthur Drive to 1-205 . <br /> c) The applicant shall apply for and obtain a Conditional Use <br /> Permit renewal when either the PROJECT 500 ton per day <br /> capacity is exceeded or when PROJECT generated traffic <br /> causes Level of Service at the study intersections to be <br /> inferior to Level of Service "C" , whichever comes first. <br /> VII . RECOMMENDED MITIGATIONS <br /> The following mitigations are recommended to alter the existing <br /> street network so as to ensure that stable traffic flow <br /> conditions will occur. <br /> a. Upgrade of Larch Road east of Holly Drive. <br /> This section of roadway currently has a 24 foot wide cross <br /> section with no curbs, gutters or sidewalks . Since the traffic <br /> generated from the proposed PROJECT would exclusively use this <br /> roadway, upgrading this section of Larch Road from the east <br /> PROJECT boundary to Holly Drive is essential. The existing <br /> roadway will need to be upgraded to a City standard "Industrial <br /> Street" , with the exception that Larch Road right-of-way width of <br /> 60 feet should be matched. All street improvements should be <br /> done according to City Standards . <br /> b. Upgrade of curb returns at the intersection of Larch Road and <br /> Holly Drive. <br /> This intersection does not currently meet City Standards for <br /> curb, gutter, sidewalk, wheelchair ramps, and return radii. The <br /> traffic generated by the project will utilize this intersection <br /> exclusively, and upgrading the intersection to City Standards is <br /> essential . Recommended face of curb radii are 30 feet in the <br /> southeast corner and 60 feet in the northeast corner. All <br /> improvements should be done to City standards . <br /> C. Upgrade of traffic signs at the intersection of Larch Road and <br /> Holly Drive. <br /> Because the traffic generated by the PROJECT will utilize this <br /> intersection exclusively, the addition of the following traffic <br /> signs is essential: 1,W9, "Crossroad" sign installed on the <br /> northbound, Holly Drive approach and 1,R35, "Truck Route" sign <br /> (indicating westbound Larch Road and northbound Holly Drive) <br /> installed on the westbound, Larch Road approach. <br /> 01-1214 .89M <br /> 9 <br />
