S. Waste Management Plan. The shall maintain regularly update Waste Management Plan. (Public Works) I <br />^ <br />Although the proposed TMRF is not a landfill, nor is it proposing to engage in solid waste disposal, it is <br />consistent with Solid Waste Disposal Policy No. 6.which states, ^—tnansferfacilities shall belocated close <br />to the areas they serve," as UleTMRF will serve the City of Tracy and the unincorporated south County. <br />The proposed use is consistent with the stated objective and pertinent policies of the San Joaquin County <br />General Plan Solid Waste Disposal Section of the Infrastructure Services chapter. <br />Agricultural Policies <br />The General Plan includes policies directed at preserving agricultural land. Specific to the J� <br />proposed project are Policies 5.a. - 5.d., 8, and 10 of the Agricultural Lands section of the Open <br />Space chapter: <br />5. Agricultural areas shall be used principally for crop pnoduction, nanohinQ, and grazing. <br />All agricultural support activities and non-farm uses shall be compatible with agricultural <br />operations and ehoU satisfy the following criteria: <br />U� <br />o. The use requires a location in an agricultural area because of unusual site area <br />requinarnonts, operational ohanactehaticn, resource orientodon, or because it is <br />providing aservice tothe surrounding agricultural area; <br />b. The operation characteristics ofthe use will not have adetrimental impact onthe <br />management oruse ofsurrounding agricultural properties; <br />C. The use will be sited to minimize disruption to the surrounding agricultural <br />operations; and <br />d. The use will not significantly impact transportation facilities, increase air pollution, <br />cxincrease fuel consumption. <br />8` To protect agricultural land,non-agricultural uses which are allowed in the agricultural <br />areas should be clustered, and strip or scattered development should be prohibited. <br />10. land uses at the edge of agricultural areas shall incorporate adequate <br />buffers (e.g., fences and setbacks) to prevent conflicts with adjoining agricultural <br />The proposed use is consistent with these Agricultural Policies. The proposed use will belocated <br />inthe bottom o{ureclaimed gravel pit, approximately 30 feet below Qrade, and the entire site <br />perimeter will befenced and landscaped along MacArthur Drive. The use ioalso similar innature <br />to the neighboring quarries. <br />Zoning <br />The project site and adjacent properties are zoned AG -40 (General Agriculture, 40 -acre minimum) <br />(Figure 4.1-3). The AG zone was established to preserve agricultural lands for the continuation <br />of commercial agricultural enterprises. Certain non-agricultural uses may be conditionally <br />permitted with aUse Permit inthe AG-4Dzone. The proposed materials recycling facility and <br />transfer station is classified as a "Major Impact Service" and may be permitted with an approved <br />Use Permit. The County Development Title defines this type ofuse aafollows: <br />Section 9-115.490 Maior Impact Services.
