n <br />r <br />G <br />n <br />L <br />u <br />Solid Waste Disposal <br />Solid waste management and disposal is governed by the San Joaquin County Solid Waste Management <br />Plan, which defines programs for recycling, resource recovery, and disposal. This Plan will be revised <br />under 1989 State legislation that requires an Integrated Waste Management Plan. The new Plan must <br />include programs to reduce its solid waste by 50 percent by the year 2000. <br />Objective: 1. To ensure the safe and efficient disposal or recycling of wastes generated in San <br />Joaquin County. <br />Policies: 1. Waste collection shall be mandatory in all Urban and Rural Communities of San <br />Joaquin County. <br />2. The County shall promote maximum use of solid waste source reduction, <br />recycling, composting, and environmentally safe transformation of wastes. <br />3. Solid waste disposal facilities shall not cause contamination of surface or <br />groundwaters, as measured by State standards. <br />4. New sanitary landfills shall be located outside of: <br />a. Urban or Rural Communities; <br />b. A 100 -year floodplain; <br />C. View from a scenic route; <br />Implementation: <br />d. Areas of significant extractive or vegetative resources; and <br />e. At least 10,000 feet from a Stockton Metropolitan Airport runway. <br />5. Solid waste collection and transfer facilities shall be located close to the areas <br />they serve. <br />6. The County's Waste Management Plan shall be the basis for solid waste <br />collection and disposal. <br />7. All development shall be consistent with the County's Waste Management Plans. <br />1. Mandatory Collection. The County shall enact an ordinance requiring solid waste <br />collection, including recycling, from all urban and rural communities. (Public <br />Works) <br />2. Solid Waste Facilities/Development. Discretionary permits shall be required for <br />all waste disposal facilities. (Planning) <br />3. Monitoring of Landfills. Landfills shall be monitored, during operation and after <br />closure, to determine any groundwater contamination and gas mitigation. (Public <br />Works) <br />4. Waste -to -Energy.
