Unless otherwise noted, all identified impacts are considered significant adverse impacts. The <br />corresponding mitigation measures, unless otherwise noted, would be sufficient to reduce impacts to a <br />less than significant level. For impacts that are less than significant, CEQA does not require mitigation <br />measures. <br />Consistency With County General Plan and Other Regional Plans <br />Impact <br />4.1-1 Consistency with the goals and policies of the County's General Plan. <br />As discussed in the preceding section, the proposed TMRF is consistent with the goals <br />and policies of the County's General Plan. <br />Mitigation <br />4.1-1 No mitigation measure is required or recommended. <br />Impact <br />4.1-2 Consistency with the City of Tracy's Urban Management Plan. <br />Although the site is not within the City of Tracy, it has been included within the Planning <br />Area by the City of Tracy. As discussed in the preceding section, the proposed TMRF <br />is also consistent with the recently adopted City of Tracy Urbam Management Plan. <br />Mitigation <br />4.1-2 No mitigation measure is required or recommended. <br />Compatibility With Adjacent Uses <br />Impact <br />4.1-3 Conflicts with surrounding agricultural uses. <br />The proposed project is similar in nature to the surrounding aggregate operations to the <br />north and west. Because agricultural operations exist to the east and south, there is the <br />potential for land use conflicts with these agricultural uses. Because the TMRF will be <br />developed in the bottom of a 30 -foot -deep pit, and because it will be fenced and <br />landscaped, it will be buffered from surrounding agricultural uses. Because of the project <br />design and layout, and that it is a commercial/industrial use, the normal land use conflicts <br />between agricultural and urban uses such as noise, chemical drift, trespass, and <br />vandalism are not anticipated, and this is considered to be a less than significant impact. <br />Mitigation <br />4.1-3 No mitigation measure is required or recommended. <br />Impact <br />4.1-4 Potential impact to aviation in the area. <br />The site is located within the Horizontal Surface Area of Tracy Airport approximately one <br />mile from the airport runway. Because sorting, recycling, and transfer operations will be <br />conducted indoors, and because refuse will not be disposed of at this site, this is <br />ER -93-1 -32- (9-27-93) <br />
