Fi <br />Special Status Snecies <br />Sare plants and animals that are legally protected under state and federal <br />Endangered Species Aotmorother regulations, and species that are considered sufficiently rare bythe <br />scientific community to qualify for such listing. Special -status plants are species in the following <br />categories: <br />" <br />Plants listed mr proposed for listing aathreatened orendangered under the federal Endangered <br />Species Act (50 CFR 17.12 (listed plants] and various notices in the Federal Register [proposed <br />species]); <br />° <br />Plants that are Category 1 or 2 candidates for possible future listing as threatened or endangered <br />under the federal Endangered Species Act (55 Federal Register 6184, February 21, 1990); <br />" Plants listed or for listing u�� � <br />,�-,___ �� .^ endangered <br />the California Endangered Species Act(14CCR 670.5); <br />° <br />Plants listed under the California Native Plant Protection Act (Cal. <br />` � <br />1900etoaqj; <br />° <br />Plants that meet the definitions of rare or endangered under the California Environmental Quality <br />Act kCEQ/0 (State CEOAGuidelines, Section 15380}; <br />° Plants considered bvthe California Native Plant Society (CNPS) to be ^rare, thneaened, or <br />endangered in California" (Lists 1band 2inSmith and Berg 1988); <br />" <br />Plants listed by CNPS as plants about which more information is needed to determine their status <br />and plants of limited distribution (Lists 3 and 4 in Smith and Berg 1988), which may be included <br />aospecial-status species onthe basis of |000| significance or recent biological information; and <br />" <br />Plants listed oosensitive bvthe local U.S. Forest Service region (Forest Service Manual 2870) or <br />U.S. Bureau of Land Management resource area. <br />Special -status animals are species in the foUcnmnQ categories: <br />° <br />Animals listed or proposed for listing as threatened or endangered under the federal Endangered <br />Species Act (GOCFR 17.11 [listed animals] and various notices inthe Federal Register [proposed <br />spgoiaa])| <br />° <br />Animals that are Category 1 or 2 candidates for possible future listing as threatened or <br />endangered under the federal Endangered Species Act (54 Federal Register 554, January G. <br />1Q89)| U� <br />, <br />Animals that meet the definitions of nang or endangered under CEC)A (State CEOA Guidelines, <br />Section 15380); <br />° <br />Animals listed orproposed for listing bythe State ofCalifornia nothreatened or endangered <br />under the California Endangered Species Act (14CCR G7O.S); <br />° <br />Animal species of special concern to the California Department of Fish and Game (Remsen 1978 -- <br />[birds] and Williams 1886 [nnommno|a]\; <br />" <br />Animals fully protected in California (Cal.
