May 19, <br />1992. <br />affic weight on.:the roadway <br />ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES <br />Significance Criteria <br />According to Section 15358 of the "Guidelines for Implementation of the California Environmental Quality <br />Act (CEQA), an impact includes: <br />1. Direct or primary effect that are caused by the project and occur at the same time and place. <br />2. Indirect or secondary effects that are caused by the project and are later in time or farther <br />removed in distance but are still reasonably foreseeable. Indirect or secondary effects may <br />include growth inducing effects and other effects related to induced changes in the pattern of <br />land use, population density, or growth rate, and related effects on air and water and other natural <br />systems, including ecosystems. <br />The reader should note that all impacts or effects analyzed under CEQA must be related to a physical <br />change. In addition, a significant impact means a substantial or potentially substantial, adverse change <br />in the environment (CEQA, Section 21068). The determination of substantial, however, is somewhat <br />subjective in that it can vary from case to case depending upon the value placed on environmental <br />resources by affected parties.
