Inadequate frequency; in turning the <br /> windrows would most likely result in anaerobic conditions,` <br /> unless an aerated static pile option was implemented. How Al <br /> will windrows be aerated to prevent them from becoming <br /> anaerobic? How will unfinished compost materials be <br /> adequately aerated to distribute moisture evenly without <br /> clumping of the materials which could; potentially create <br /> anaerobic pockets? <br /> T erature :Conditions to Minimize Pathogens <br /> How will the proposed project maintain temperatures at 53°C <br /> for five consecutive days or 55°C for three consecutive days A2 <br /> to further reduce pathogens? " ; and, Section 17873 (b) (4) states <br /> that "Facilities that use amendments :or additives in their <br /> composting operations shall include in their active <br /> composting areas a compost leachate management control <br /> system which is designed to contain and collect twice the <br /> anticipatedvolumeof compost leachate, and the <br /> precipitation from a 25-year/24-hour rainstorm event. <br /> Compost leachate shall be treated if necessary, . . °° . <br />
