Description, Chapter 2.0. <br />A4 <br />A variety of compost products will be produced based on customer demand. Products will include <br />mulches, soil amendments, potting soils, and blended mixes. Custom blending services will be offered. <br />A majority of the finished products will be sold in bulk. However, a bagging operation will be considered <br />based on customer demand and the economics involved. <br />Some compost products will be used on facility landscaping as a demonstration and marketing strategy. <br />Products will be marketed to landscape contractors, sail amendment retailers, municipalities, homeowners, <br />and gardeners. Potential markets in the horticultural and agricultural industries will be developed. <br />The key to successful marketing and utilization of compost products is the quality of the products. Quality <br />control will be an integral part of every processing and management function. Quality control procedures <br />will ensure that products are of the highest quality, free of pathogens and weed seeds, and that they pose <br />no human or environmental risk. Laboratory and plant response tests will be an important ;part of the <br />quality control procedures. Where necessary,finished compost products will be screened to eliminate <br />any physical contaminant still present. <br />A compliance monitoring plan will be implemented to ensure that all compost products meet the <br />performance standards of Title 14, Chapter 31, Article 4. All products will be innocuous and free of <br />sharp -edged particles. Maximum acceptable metal concentrations will not be exceeded. - Pathogen <br />reduction procedures as to time and temperature will be conducted for an aerobic windrow system. All <br />required analysis and testing will be performed by a' Department, of Health Services certified laboratory <br />in accordance with Section 17889. <br />A5 <br />Yard and wood waste processing and storage will be located outdoors and will be uncovered. Saturated <br />conditions can create anaerobic conditions and odors. Materials susceptible to anaerobic conditions such <br />as green grass cuttings or animal manures will be given priority handling or covered during rainy weather. <br />' Mitigation Measure 4.5-1 has been revised to clarify this issue, and the Project Description (Chapter 2.0) <br />has been revised to include this information. The requirement that there be no direct precipitation onto <br />waste applies to the garbage, excluding yard and wood waste, being tipped and processed within the <br />transfer station. <br />A6 <br />The wood storage and composting area will indeed be paved. The existence of a concrete composting <br />pad will ensure all-weather equipment operation so that aerobic conditions can be maintained. Mitigation <br />Measure 4.5-1 states that it may be either lined or paved. However, the applicants are proposing that it <br />be paved. Mitigation Measure 4.5-1 and the Project Description have been revised to clarify this issue. <br />A7 <br />According to the San Joaquin County Flood Control and Water Conservation District, ground water at the <br />project site stands at elevation 70 feet mean sea level, or approximately' 95 feet below the ground surface. <br />Water levels achieve an equilibrium based upon a balance between recharge, pumping, and subsurface <br />inflow and outflow and remain relatively stable. The constant agricultural pumping in the area serves to <br />prevent a precipitous rise in the groundwater table.
