With the current "regulatory drought,' however, and with limitations in supply <br />from the Delta -Mendota Canal, farmers are becoming increasingly dependent upon well water for their <br />needs, and this may trigger a slow decline in water levels as usage increases. <br />A8 <br />As stated on Page11, the facility will accept nonhazardous solid waste. Asbestos, shredder waste, <br />sewage sludge, ash, oil field wastes, mine wastes, liquid; wastes, and contaminated soil will not be <br />accepted. Tires will be accepted and stored in an approved manner until a full load is obtained. They <br />will then be transported off the site to a tire recycler or to a cogeneration facility. Appliances will be <br />accepted at the station. A contractor will be secured to remove the freon from the appliances for <br />recycling. The appliances will be stored in an approved manner and shipped off the site when a sufficient <br />quantity has been obtained. <br />A9 <br />Chapter 4.1, entitled Land Use and Planning Policy, contains an analysis of pertinent General Plan policies <br />and other relevant plans and policies. The analysis contained in this chapter concludes that the proposed <br />project is consistent with applicable General Plan policies and that the proposed use is compatible with <br />surrounding land uses. Additionally, when the San Joaquin County Planning Commission considers the <br />Use Permit application, which is scheduled for December 16, 1993, they will be required by County <br />Ordinance (Section 9-821.6) to make a finding of consistency with the General Plan. This is also stated <br />in Chapter 4.1 of the E1R. The San Joaquin County Integrated Waste Management Task Force; has <br />determined and stated in their letter dated November 3, 1993 (see Appendix K) that the proposed Tracy <br />MRF is consistent with the goals and policies established by the Task Force for San Joaquin County <br />integrated waste management. <br />A10 <br />Appendix J contains a draft Hazardous Waste Screening Program. This program will be finalized and <br />addressed in greater detail in the Report of Station Information (RSI), which will be submitted to regulatory <br />agencies during the permitting process. A detailed description of facility operating procedures and <br />occupational safeguards is beyond the scope of this EIR. Site safety will be addressed in the RSI. <br />Operations at the facility will follow the requirements of the Occupational Safety and Health Administration <br />(OSHA) with respect to employee safety. <br />A 11 <br />The information has been noted. Thea applicants are proposing to utilize a hazardous waste storage <br />PP p p 9 9 <br />locker for the temporary storage of hazardous materials that may separated fromtherefuse. <br />Al2 <br />The facility has been designed and will operate with the safety of the public and the facility personnel as <br />a primary goal. One of the facility supervisors will be assigned as safety coordinator. It will be his or her <br />responsibility to establish a safety manual and safety training program to be in effect at all times during <br />the facility's operation.
