First aid instruction for all personnel. <br />Proper signage of safety hazards and safety bulletins. <br />Adherence to OSHA standards and procedures. <br />• A thorough program for personnel on the types, identification procedures, and handling methods <br />for all suspicious and/or unacceptable wastes delivered to the facility. <br />Regularly scheduled safety meetings. <br />A spotter will be located on the tipping floor during unloading operations. The spotters will assist the <br />drivers of vehicles in backing into the unloading area and observe for general safety hazards and the <br />unloading of any hazardous waste. <br />More detailed operational information is beyond the scope of this EIR and will be included in the RSI <br />P Y <br />submitted during the permitting process. <br />A13 <br />Fire hydrants will be provided for the facility. An on-site water storage tank, supplied by a groundwater <br />well, will supply the fire hydrants and hose bibs throughout the facility via a pressure and fire pump <br />system. Fire extinguishers will be located in all buildings and operational vehicles. The MRF/Transfer <br />Building will be equipped with an automatic sprinkler system. According to Captain Mehring of the Tracy <br />Rural County Fire Protection District, the response time is two minutes. The facility will also be subject <br />to the Uniform Fire Code and NEPA requirements. <br />i <br />A14 <br />i <br />The station operator will provide safety equipment, such as safety glasses, safety shoes, gloves, coveralls, <br />hard hats, and hearing protection per State and Federal safety agencies and the County Public Health <br />Services Department. Emergency shower and eye stations are located at the MRF/Transfer Station and <br />Office/Maintenance Building. The sanitary facilities consisting of men's and women's restrooms will be <br />located in the office/maintenance building and in the transfer building. Additionally, one restroom will be <br />provided in the gatehouse for the scale attendant. Potable water will be supplied from an on-site <br />groundwater supply well. Additional information will be contained :in the RSI. <br />A15 <br />Chapter 4.11, entitled Public Health and Safety, contains adiscussion of vectors. Typically, municipal <br />solid wastes will be stored at the station for no more than a maximum of 48 hours. Normal storage time <br />at the site is typically no more than a few hours. Insects, rodents, or other vectors are not expected to <br />pose problems because the waste will be rotated frequently. Transfer vehicles will be cleaned out <br />periodically to reduce the accumulation of waste material that could harbor vectors. Transfer vehicles and <br />trailers will be washed on a weekly basis. The potential for nuisance birds will be controlled by an <br />effective litter' program and keeping all stored materials under cover. <br />A 16 I <br />Please refer to the discussion of air quality related impacts contained' in Chapter 4.7. Dust will be <br />controlled by restricting unloading operations to the interior of the transfer/MRF building.
