Upon conclusion of the comment period, County staff will review all comments and respond to them as <br />part of the Final E]R. Following preparation of the Final BR. the Gen Joaquin County Planning <br />Commission will review it and consider the document for certification in accordance with CEQA. <br />Written comments should be submitted no later than 5:00 p.m., November 15, 1993. Chapter 3 presents <br />aeunnmnary of the project impacts, mitigation mgoaurea, and impact conclusions required by CEOA. <br />Chapter 4 discusses the amvinonmgrtol issues at length. For each environmental ianuo, relevant <br />environmental setting information is presented to describe existing conditions on the site, the impacts of <br />the proposed project are evaluated, and mitigation measures are suggested. Chapter provides an <br />|nnpoot overview of the proposed pnoject, including environmental effects that cannot be nnbige1ed, <br />significant environmental changes and beneficial effects, cumulative and growth inducing impacts, and <br />impacts found not to be significant. Chapter describes and evaluates alternatives tothe proposed <br />project and includes the following: /1\ No project (OO development), (2) Alternative site west Of Tracy, (3) <br />Alternative site east of Tracy, and (4) A mitigated project alternative. Chapter 7 provides a list of <br />organizations and individuals contacted during the preparation of the EIR.
