J <br />r <br />u <br />1 <br />�1 <br />30;SUMMARY OF IMPACTS AND MITIGATION MEASURES <br />The following table presents a summary of the project's potential environmental impacts and mitigation <br />measures that would eliminate or reduce such impacts to a less than significant level. The table also <br />identifies significant impacts on the environment that cannot be mitigated to an acceptable level. <br />The following definition is provided to help clarify the concept of Significant Effects, as required by CEQA <br />Guidelines, 1986, Section 15382: <br />"A substantial, or potentially substantial, adverse change in any of the physical conditions within <br />the area affected by the project, including land, air, water, minerals, flora, fauna, ambient noise, <br />and objects of historic or aesthetic significance. An economic or social change by itself shall not <br />be considered a significant effect on the environment. A social or economic change related to <br />a physical change may be considered in determining whether the physical change is significant." <br />The significant unavoidable impacts identified in an EIR (CEQA document) require the Lead Agency and <br />each Responsible Agency to make a finding (CEQA Guidelines, Section 15091; and Public Resources <br />Code, Sections 21083 and 21087) for each significant, unavoidable, adverse impact and a Statement of <br />Overriding Considerations (CEQA Guidelines, Section 15093) for the project, if approved. The <br />responsibility for implementing the mitigation measure is identified in the Mitigation Monitoring Plan <br />(Appendix J). Many of the mitigation measures will require a follow-up monitoring program to ensure that <br />the significant impacts have been mitigated to an acceptable level. <br />ER -93-1 <br />-21 - <br />(9-27-93) <br />
