4.2.5 Life Cycle Cost
Life cycle cost considers the costs to implement an alternative and carry it out to
completion. Life cycle costs for the alternatives presented in this evaluation have been
calculated and annualized for ease of comparison.
The cost for the "no action" alternative consists only of future monitoring costs. The
estimated additional annual cost for this alternative is $9,000 per year. This includes
quarterly groundwater sampling and analysis, and required reporting.
The cost for the source control alternative is estimated to be approximately $900,000
(cost of final cover), plus an additional $9,000 per year in groundwater monitoring costs.
This cost is based on the cost estimate contained in the Final Closure Placa (County,
February; 1995.
The installation of a groundwater extraction and treatment system (see Figure 5) is
estimated to have a capital cost of $400;000, plus an additional $40,000 per year in
monitoring and maintenance costs.
Installing a physical barrier downgradient of MW-5 (see Figure 4) has an estimated capital
cost of$500,00 plus an additional$ 15,000 per year in monitoring costs.
4.3 Recommendation
The following table summarizes the results of the feasibility study conducted for the Corral
Hollow Sanitary Landfill.
Groundwater
Category No Action Source Control Extraction and Physical Barriers
Treatment
Implementability High High Medium Medium
Effectiveness Medium High Medium Medium
Permanence Low Medium High Medium
Regulatory
Acceptance Low High High High
Life Cycle Cost Low Medium High High
SAC\NPJM3M390031.9BG-94\sdg:1 Rev.0,420/95
0939-003.19 4-8
