Based on the feasibility study,the most logical and cost-effective remediation alternative is <br /> source control. Since the County already intends to close and cap the landfill and the <br /> WDR Order No. 94-259 requires closure and capping as part of the corrective action, this <br /> alternative is the most practical approach to remediating the contamination. <br /> As stated previously, while it will not prevent migration of leachate-impacted <br /> groundwater, it will reduce the generation and migration of additional leachate. Reducing <br /> the generation of additional leachate subsequently reduces the residual risks associated <br /> with the leachate. The short-term risks associated with implementing source control are <br /> minimal because the refuse, leachate, and leachate-impacted groundwater are not exposed <br /> during implementation activities. Finally, the potential for future exposure to remaining <br /> wastes is reduced since the generation and migration of future leachate is reduced or <br /> eliminated. Groundwater will continue to be monitored under this alternative to detect any <br /> changes in the quality of groundwater beneath the landfill. This alternative is preferable <br /> even though the costs involved are ranked medium.
