7 WATER QUALITY PROTECTION STANDARD The wateruali protection standard consists of the list of sampling parameters, their q tYP P g respective concentration limits, the monitoring points, and the point of compliance (CCR, Title 23, Section 2550.2). The corrective action monitoring program will continue until the Corral Hollow Sanitary Landfill is in compliance with the WQPS, the components of which are described below. 7.1 Sampling Parameters The sampling parameters proposed for the corrective action monitoring program are listed on Table 1. 7.2 Concentration Limits In a detection monitoring program, concentration limits provide the basis for identifying a release from a waste management unit and are not to exceed the background concentration for any given parameter. When a release from a waste management unit has been identified and corrective action measures have been implemented, concentration limits are used to demonstrate the effectiveness of the corrective action monitoring program. The proposed concentration limits for groundwater at the Corral Hollow Sanitary Landfill are described in the following sections. 7.2.1 Groundwater Proposed concentration limits for synthetic organic parameters and inorganic parameters in groundwater are described below. Synthetic Organic Parameters. The proposed concentration limits for synthetic constituents in samples from the unimpacted wells MW-4 and SB-1 will be their respective method detection limits. Since by definition synthetic organic compounds are not naturally occuring in groundwater, their presence is an indication of a release. Since MW-5 is impacted, the concentration limits for MW-5 will be set using the Kendall Rank Correlation test for trend.
