(c) To the extent feasible, based on site-specific factors, final <br /> grading shall be implemented pursuant to Section 17764 of this <br /> Article, as the site reaches final configuration. <br /> (d) The operator shall develop and implement quality control <br /> procedures to ensure that the final grading plan is constructed as <br /> designed and approved. <br /> (e) The operator shall design specific slope configurations and <br /> drainage methods depending upon local topography, climate, and <br /> postclosure land use. <br /> (f) The operator shall prepare calculations based on the final <br /> site configuration to determine anticipated differential settlement <br /> of the site during the postclosure maintenance -period. The <br /> following measuring techniques shall be utilized to monitor <br /> settlement, but not be limited to: <br /> (1) installation of at least two permanent monuments, in <br /> accordance with Title 23 , CCR, Subchapter 15, Section 2580(d) t <br /> (2) an aerial photographic survey of the entire permitted site <br /> upon completion of closure activities and every five years <br /> throughout the postclosure maintenance period. These aerial <br /> photographs shall be from a flight height above mean terrain to <br /> produce a map with a maximum contour interval of two feet (21 ) , a <br /> scale in accordance with Title 23, CCR, Subchapter 15, Section <br /> 2597 (b) , and with corresponding horizontal and vertical ground <br /> control points, or sufficient survey points to produce a map' `of <br /> equal scale. Iq <br /> (A) A lesser frequency for the aerial photographic survey maybe <br /> approved by the local enforcement agency- and the Board, based`-on <br /> volume of waste and amount of settlement of the site. ' <br /> (3) -Alternative ' techniques to determine differential , settlement <br /> may be utilized to prepare required maps as approved by the local <br /> enforcement agency and the Board. 'a <br /> (4) An iso-settlement map shall -be produced' showing change <br /> in elevation from the map produced upon closure and the most recent <br /> topographic map with a maximum contour interval of two feet (2`1 )E <br /> NOTE: Authority cited: Section 40502 and 43020, Public Resources <br /> Code, and 66796.22 (4) , Government Code. The slope of those portions <br /> of the fill which will be the final exterior surface shall A e <br /> developed in accordance with Section 17779 of this Article. Slopes <br /> shall not be steeper than a horizontal to vertical ratio of one and <br /> three quarters to one with a minimum of one fifteen-foot wide bench <br /> for every fifty feet of vertical height.
