File No. 20-1008-36 <br /> July 14, 1995 <br /> 2 PROGRAM OVERVIEW <br /> 2.1 GENERAL <br /> This revised CQA plan is to be implemented to control construction for installation of final cover <br /> for the Landfill. The final cover consists of a minimum two-foot thick foundation layer, one-foot <br /> thick low permeability barrier("clay") layer, and a one-foot thick protective vegetative layer. This <br /> final cover section was included in the Closure Plan to meet minimum requirements of Chapter <br /> 15, Section 2581(a). <br /> The County has decided to use soils from Granite Construction's Tracy plant for construction of <br /> the final cover as indicated in the closure plan. Ione clay has been selected as an alternative soil <br /> amendment source. The county has elected not to use a monolithic cover although modeling and <br /> testing results are favorable. The SJDPW retained Kleinfelder to test borrow soil and develop a <br /> soil amendment mix design to attain the properties needed for barrier layer construction. The mix <br /> design is based on using stockpile soils blended with red clay soil located at Granite and is <br /> included in this revised CQA Plan. Kleinfelder performed CQA services during test pad <br /> construction, including SDRI testing. <br /> The CQA program also involves using qualified SJDPW personnel to the greatest extent possible <br /> for the following: <br /> • Construction of the final cover <br /> • Engineering closure design services <br /> • CQA testing and certification of the foundation and vegetative layers <br /> • Construction supervision of County forces <br /> • Grade control survey of the foundation and vegetative layers <br /> • Certification of the foundation and vegetative layer construction <br /> GSM.-md CH/95 Page 6 of 31 July 14, 1995 <br /> 20-1008-36(CQACOP) Copyright 1995,Kleinfelder,Inco <br />
